Governance Ladders
The governance vocabulary provides a common language for maturity assessment across organizations. It is the vocabulary used in all OntoRamp public communications. There is one ladder with five rungs: each is identified by its L-number, described by a harmonic name, and evidenced by the certificate awarded at that level. The Governance Pulse quiz, the assessment and the certification programme all resolve to these same five rungs.
Fragmented
Governance structures exist informally. Decision-making is reactive. Transformation attempts frequently stall at the organizational boundary.
Stabilized
Governance is formally documented and partially enforced. Consistency is improving but not yet computable.
Coherent
Governance structures are coherent across organizational domains. Decisions trace to documented governance intent.
Resonant
The organization can detect and correct governance drift without external intervention. Transformation is sustained.
Harmonic
Governance is a native organizational property. Agentic systems can operate within governance constraints autonomously.
Governance posture bands — Baseline Governance, Structured Governance, High Governance Maturity and the rest — are a separate, finer-grained vocabulary that locates an organization within a rung rather than naming the rung itself. They are documented under Valuation.
