Governance Ladders
The governance vocabulary provides a common language for maturity assessment across organizations. It is the vocabulary used in all OntoRamp public communications.
Tier 1
Awareness
Governance structures exist informally. Decision-making is reactive. Transformation attempts frequently stall at the organizational boundary.
Tier 2
Structured Governance
Governance is formally documented and partially enforced. Consistency is improving but not yet computable.
Tier 3
Harmonized Governance
Governance structures are coherent across organizational domains. Decisions trace to documented governance intent.
Tier 4
Reflexive Governance
The organization can detect and correct governance drift without external intervention. Transformation is sustained.
Tier 5
Harmonic Governance
Governance is a native organizational property. Agentic systems can operate within governance constraints autonomously.
